What is the UN Country Team (UNCT) and how does UNMIN relate to it?
The UNCT is made up of all UN agencies operating in Nepal, and is coordinated by the UN Resident and Humanitarian Coordinator. Most UN agencies present in Nepal have been established for a long time, in order to support and implement a wide range of development programmes and assist in response to emerging humanitarian needs. The Office of the High Commissioner for Human Rights was established in May 2005, with the aim of protecting human rights in the context of the armed conflict and threats to democratic rights.
The Representative of the Secretary-General works with the UN Resident and Humanitarian Coordinator to ensure that all UN agencies coordinate their efforts and maximize the UN support to Nepal's peace process.
How is the UNCT supporting the peace process?
The UNCT has developed, in coordination with UNMIN, a joint strategy to support the peace process which focuses on three areas that include, but are not limited to:
- State transformation, including support for the Assembly and public participation and consultation in the Constitution-making process, policy advice on options for State restructuring, and support for the inclusion of historically marginalized groups in State Institutions.
- Recovery, including accelerating delivery of basic services to conflict-affected and disadvantaged groups through, inter alia, food for work, school feeding, initiatives focusing on women's and children's special needs, and agricultural recovery.
- Conflict preventions and reconciliation, including support for cantonments, for reintegration, for reintegration, for internally displaced persons, for children affected by conflict and for mine action.
